In theory, your proposal is rational, but in the real world, it won't get a hearing. There are some strong points in your favor: Gaza has been destroyed as a functioning society without any infrastructure or civil authority of any kind. The UN says it would take 350 years to get to where they were before the war, which was actually quite bad. The Palestinians never claimed they wanted Gaza; they wanted the right to return to Israel, except most of the people making the demand have never set foot in Israel as the originals making the claim are mostly gone by now. However, by extremists stoking the delusion that there would someday be a right of return for Palestinians who were descended from those who left or were expelled, instead of using all the funds from UNRWA & Arab nations to build a society, they were used to build bomb sites. The most reasonable path forward right now is to take decades to form a peaceful civil society in Gaza that can someday be part of a Palestinian State. Some would argue that's not more likely than what you suggest.
