That is not at all what he said. You can read the article about what he said in The New Yorker, 03/13/2024. He said it was intended to allow government to monitor and record acts of the defined Jew hate, but not to suppress free speech. He never used the words "unreasonable" or unfair." He's against it if it used to suppress speech, but he said he feared it could happen, did not point to a single example.
